Unable to Open an Army T&EO? Find the Task and Check Its Access Route

A Training and Evaluation Outline link that will not open can leave you stuck before planning even begins. Start by separating two questions: which task do you need, and which authorized route provides its document? Keep the task number and title together so you can continue searching even when an old bookmark or direct PDF link fails.

What the Army published about the transition

The Training Management Directorate described temporary CATS and standard METL arrangements in a May 8, 2026 DVIDS notice, also published on Army.mil on May 20, 2026. It reported that legacy viewers had been removed as DTMS was retired, with downloadable reports on ATN while ATIS capabilities were being completed.

That dated notice explains a navigation route. It does not establish whether a particular system is available today or diagnose the error on your device.

Search CAR with the task number

The notice directs users from the CATS T&EO task search to the Central Army Registry (CAR):

1. Start at the Army Training Network and follow its task-search route.

2. In CAR, enter the task number in the search field described at the upper right.

3. If the number is unknown, obtain it from the unit's MET-to-Event Crosswalk, or search using proponent code and echelon.

Compare the returned title with your intended training task. Similar wording does not establish that two records apply to the same audience. Keep any leading zeros, hyphens, and letter groups when copying the identifier. If a result looks wrong, check the copied number before widening your search.

Need the CATS report or standard METL first?

The May instructions say to select CATS near the bottom of ATN, choose a proponent, locate the unit by the first five SRC digits or unit type, and download its MET-to-Event Crosswalk. For standard METLs, select Standard METL, choose the proponent, and search the PDF slides. Use the linked official notice for detail.

If the page still will not open

Record where the problem occurs: before sign-in, after sign-in, while searching, or when opening one document. Note the destination address, task number, error wording, and approximate time. This gives your unit training staff or the system's official support channel something specific to investigate.

Check the current portal notices and use the authentication and network access required by that destination. An ArmyTEO account does not authenticate you to Army systems. A blank page or failed request alone does not tell you whether the cause is a retired link, account access, local connectivity, or a service problem.

If an old PDF bookmark fails, return to the official portal's current navigation and look up the task again. If the route is still unavailable, ask your unit training staff for the applicable authorized source. Keep the unresolved access issue visible when preparing the event.

Before using the document

Confirm the task number, title, and available version information against the controlling Army source and current unit guidance. Opening a PDF does not establish its currency. For an ArmyTEO record error, use the FAQ's correction instructions and provide the affected URL and task identifier without sending controlled or restricted files.
